The shrine is a good deal higher than this. Additionally, it is on a cliff/mountain that has overhang, so you can stand straight under it but not see it. The overhang is too high to Ascend. If you reach this point it's quite easy to get lost and disoriented.

After getting to Southpoint Docks, you can immediately find Bruce and Mickey after climbing the first ladder. Talk to them, and they'll essentially ask you to "bully" another spirit. Just walk left until you find another spirit, and proceed to talk to them. Don't worry, because Stella wouldn't actually bully the spirit.
