Pathfinder 2e adds your level in the same way 1e does. Bounded accuracy is what 5e has. I agree that your modifiers in 2e tend to be smaller, especially with the smaller number of bonus types. But once you add the +10/-10 crit mechanics those smaller numbers end up making a larger difference.
