You don't swipe it on quickly. You put a nice head of it on slowly. This is the finish topcoat so you want it nice and smooth. Nothing fast with nail polish is ever smooth so do this slow and steady. It's dry to the touch in a few minutes and indestructible in about 30 min.

What I do use nail scissors for sometimes is for trimming the tip off of my nails if I want to shorten them, then using a glass nail file to file and shape the rest of the nail to the length that I want, but you could achieve this …Use jojoba oil to treat the dry cuticles.
