Okay, all of these systems are controlled by the chassis module and the bulkhead module. This may be an issue with a low voltage disconnect problem. Both of the modules should be fused by fuses in the fuse box under the hood. Start by testing battery voltage and ensure it's at least 12.6V.
Edit: for anyone else looking to fix this issue here it is. After I posted this I remembered the 800# for Freightliner. Called them and was told that this is a known issue and it is the multi switch. It apparently isn't grounded correctly and causes this issue.To diagnose this problem you will need to be connected to a diagnostic computer and then preform a switch function test to make sure the bulkhead module is seeing the horn button being pressed.
