Turns out it was because my 3DS was fresh (newly formatted and setup, with custom firmware). Changing the theme to any other theme (e.g. Red, Blue, Yellow, Pink, or Black theme) from the default theme, created 'Theme Management Information' on my 3DS. A first time loading sort-of-thing. Then, when I opened Anemone again, it loaded fine.

Fortunately, there's a workaround. After you set your custom theme, download this other theme to your themes list and set it as a BGM-only install: Highlight it, hold A, hold , and let go of A. After it installs, press Start and turn off the 3DS.
