Technically the store can’t refund the money from the app, but if you ask they might do a manual refund which is what we do if there’s some issue (we don’t have an item that was ordered for example). 3.The store might be off or not taking mobile orders. Reach out to customer service, I've had this issue before, and they usually send these issues to the store. It got fixed in my area. Also, make sure your phone and app are up to date.
