I speculate the relic glitching is a UI effect done on the camera but for some reason the flag isn't removed and thus fail to return to normal. To repo the glitch(in my case), you need to go to part of the quest that trigger the relic glitch where V suppose to fallFast travel to MEGA BUILDING H8 and find the vending machine a couple of meters to your left. Watch his conversations and keep talking to him until there is no more dialog. Then fast travel, skip time, go back and do the same thing until the glitch magically disappears.
