If the floats are "tweaked" just a little, the floats can then rub on the sides of the fuel bowl, which interferes with the movement of the float.

The 400 didn't pre-heat the intake mixture as much as the old M series did and that allowed an extra HP or two. By 1954 everyone was using gasoline and that vaporized better than the older heavier fuels the early tractors had to run.
