The Dr. Who precons are pretty strong out of the box and fun to play. A lot of reasonable value reprints in them as well. Not the 50 dollar per card kind but 2-5 dollars. So playable yet not bonkers staples. If you can go older, the meren of clan nel Toth precon is probably one of the strongest precons ever printed.

My data only consists of games with 40k precons only, so it's not able to answer your initial question on power level againt all decks (that's probably impossible to answer definitively anyways). I wouldn't expect another wave of printing. You should absolutely expect further waves of printing, WotC said from the beginning that these are not intended to be a limited print run product, and that they'll be sold everywhere that normal Commander precon decks are sold; stuff that stocks the shelves of big box stores gets further print waves, when there's this level of demand for it.
